  instead of changing the site address of my free blog: why wouldn’t I just create a new site and leave a ‘redirect’ on the old one?

  Mostly because changing a site address is free https://en.support.wordpress.com/changing-site-address/ and a site redirect costs money https://en.support.wordpress.com/site-redirect/ :)
