Site blocking to the ip-address

Hello! My blog placed to the address jtprog.wordpress.com is blocked to the ip-address by government bodies of the power (It is brought in the Unified Register of Domain Names of the Russian Federation). The blocking reason personally isn’t absolutely clear to me. I ask to replace the ip-address of my blog for further cooperation.

When a government or ISP (internet service provider) blocks the WordPress.com IP addresses, there is nothing that we can do about this. Blogs at WordPress.com do not have static IP addresses, so we aren’t able to change that for your blog. The best way to change this is to encourage your internet service provider to block individual blog URLs instead of IP addresses.
As a workaround, you can try using a VPN or proxy to access the blog. The following links provide some options that you may be able to explore and/or use:
