  If I delite my site can I use the site name if I open a new one later

  Hi there, no. If you delete your site, the site address is locked and can’t be used again.

  If you want to take your site “offline” change the Visibility to Private. That way only you will see it and it won’t be indexed by search engines. Go to your Dashboard>Manage>Settings and scroll down a bit to Privacy. Change the setting to Private and save your changes.
