  Another admin on this site purchased the WordPress.com Ecommerce Plan yes? According to our records the upgrade was purchased on 04-29-2020, but I do not see any renewals for the same period in 2021, so the upgrade has expired and been removed from the site.

  A Business or eCommerce plan is required in order for plugins to function, so when it expires they are all deactivated, and cannot be reactivated until you upgrade again.

  Once the site is upgraded again, it will be possible to reactivate all plugins and return the site to normal status.
