  I need to install this plugin from Google to be able to track clicks and other data stats from my website. Do I need to upgrade the plan to be able install this? How much if I need to pay?

  It is not possible to install plugins on our free sites, but you can add the Goole Sitekit plugin by upgrading to the Pro Plan which does unlock that capability: https://wordpress.com/pricing/
