Hello, I’m sorry to hear that you are having trouble with your website. However, your site is not hosted with WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted elsewhere.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: https://wordpress.com/support/com-vs-org/
WordPress.org has complete documentation for self-hosted/installed versions of WordPress.org at https://wordpress.org/support/ and support at https://wordpress.org/support/forums/
With that said, you might simply be missing some core files, so maybe try downloading WordPress again from https://wordpress.org/download/ access your server via SFTP or FTP, or a file manager in your hosting account’s control panel (consult your hosting provider’s documentation for specifics on these), and delete then replace your copies of everything on the server except the wp-config.php file and the /wp-content/ directory with fresh copies from the download. This will effectively replace all of your core files without damaging your content and settings.
Some uploaders tend to be unreliable when overwriting files, so don’t forget to delete the original files before replacing them.
