Many people use WordPress.com to develop sites for other people, so it is possible, yes.
There are two common routes to do this:
First is to create the site using your account, adding a plan and domain if needed, and then once you’re done, transfer ownership of the site and its upgrades to your client. (If you will provide ongoing maintenance, another option is to keep the site in your account, and just give the client access by inviting them as a user to the site.)
The second option is to have the client create the site, and buy the plan and domain they want. Then they invite your account as an admin to do the work that’s needed. Once you’re done, you then just leave the site, or the client can remove you from the site from their end.
