smtp issues

I have recently transferred a site built by another company to new hosting. When I unpacked the site emails are not working. In the settings tab is a tab wp smtp but there is not plugin installed. When I installed wp mail smtp there was a message to unistall wp smtp to avoid conflicts but I am unable to find a plugin called wp smtp. I found some smtp settings in the wp-config file but nothing in the functions file.
I have unistalled all plugins and switch to a default theme and the wp smtp is still in the settings tab.
There is no options in this wp smtp just a tab to test mail so I am not sure where these settings are. -
