"snaps" – How to show posts excerpt on the blog page

I use snaps theme on https://maryandthescarycloud.wordpress.com/blog/
I chose the excerpt option but it doesn’t work.
Do I need to change the theme or to have a paid plan to do that?

The excerpt setting you’re referring to is how your content appears in your RSS feed, not the site itself: https://wordpress.com/support/settings/reading-settings/
Some themes do have an excerpt option for the front page, but not the theme you’re currently using: https://wordpress.com/support/customizer/content-options/
There are two options if you want to stay with Snaps:
1. Manually split posts with the More block: https://wordpress.com/support/wordpress-editor/blocks/more-block/
2. Set a static front page instead https://wordpress.com/support/pages/front-page/ and use the Blog Posts block to have more control over how posts appear: https://wordpress.com/support/wordpress-editor/blocks/blog-posts-block/

So here in https://maryandthescarycloud.wordpress.com/ – my home page is static and that’s OK. But in the blog page I would like to show excerpts of the posts, and I couldn’t do that. Do I need to change a theme or to have a paid plan in order to do that?

This is possible with the theme in use on: https://maryandthescarycloud.wordpress.com/ – in the post content itself, you would need to look at a more block:
https://wordpress.com/support/wordpress-editor/blocks/more-block/
