some of my users cannot access the site because they are blocked from accessing wordpress.com. They are governmental agencies who are often blocked from blogging and social media sites. To the extent that some parts of the site link to a wordpress.com link, it appears that the site will not show up on their computers.
Would appreciate help with a way around this. Is it possible to make all links, etc. point to the domain name I have registered? Can I change the DNS to make this work? Do I need to host the site off of wordpress.com? If so, what will that cost?

If the agencies you mentioned block all sites hosted at WordPress.com, there aren’t any changes you can make on your site as long as it’s hosted here that would allow all visitors from those agencies to view it. The part of your site that visitors can see uses your custom domain for every link, but your site’s content is still hosted here at WordPress.com.
There are ways for individual visitors to get around blocks like that using VPN services, but I am guessing those same agencies won’t allow that — and that’s not something you can set up for your site’s visitors. Your best bet is to contact the IT department in those agencies, to request that they unblock your site.
If that’s not an option, you could try moving your site from WordPress.com to another website hosting service. If you do that, you can continue using the free WordPress software from WordPress.org. The cost for using a different website host varies, and it does entail some added responsibilities.
