Star Rating Plugin Needed

  I am a new user on WordPress.com and I am trying to add star rating plugin to my plogs but it’s limited to wordpress.org users. So how can I do it. I’ve tried to download wordpress but I could not install it by following the steps giving in installation guide.

  While we don’t support outside plugins on our servers, have you thought about using our star ratings?
