I already have a wordpress site but would like to create a website for my brother that he can subsequently access. So the question is – if I create the site, how does he access it for edits and upkeep?

If you wish to create a new website for your brother you can do that or you can just tell him to go at https://wordpress.com/start
If you wish to make on behalf of him you can do that too, you’ll just need to add him as a Member “Administrator” or other roles, visit support document to do that.

Hi there,
Your brother will have to create his own WordPress.com account first.
Then you can either make him an admin on the site, or a better option might be to just transfer ownership of the entire sit to his account once you’ve created it:
