Subscription fee

Hello, I am creating a site for my father using a domain name purchased on domain.com. I am confused as to why we have to purchase a subscription to word press with a minimum of $4 monthly on top of purchasing the domain name, and was wondering if we do purchase this subscription, will the website be taken down at the end of the subscription period? I know there are free sites on wordpress so I was wondering why our lowest price option was so high. I also didn’t know if it would be reverted to a free site oce the subscription period ended because the domain name is through a different site? Thank you

You do need a paid plan, any paid plan, to set a custom domain as a primary domain on a site here: https://wordpress.com/support/domains/#set-a-primary-address
As for using a domain you already own, we have two options:
Mapping allows you to keep the domain registered with your current domain registrar and direct it to your WordPress.com site: https://wordpress.com/support/domains/map-existing-domain/
A transfer would allow to manage both your site and domain from the same place: https://wordpress.com/support/move-domain/incoming-domain-transfer/
