Switching WordPress theme and updating content without loosing old content

  We’re working with our client who has a wordpress.com website.

  We want to update copy and change theme on the website.
  What are some ways we can do this without impacting the current live site?

  We want a way for the client to review copy and layout changes before we publish it. Is this possible with wordpress.com explorer plan?

  The blog I need help with is: (visible only to logged in users)

  One option would be to create a brand new site with the new theme and content and then switch the domain name when ready. This would work but it requires creating another website on the explorer plan while we’re working on the new layout.

  Is there an option where we don’t have to create a new website for this?
