I’m not seeing any WordPress.com sites associated with the user account you are posting from. This frequently means that you have a site using the open-source WordPress software from WordPress.org, but hosted elsewhere.
We’re only able to provide support for WordPress websites that are hosted by us here at WordPress.com. For help with a WordPress site hosted elsewhere you’ll need to ask over at the WordPress.org forums:

You are right, a friend built my website and the host is 1&1 internet. Never had this issue before though! Really need to get it back up and running but can’t access my dashboard at all. -
Ok, your site is not hosted with WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted with 1&1.
Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers.
