template to be hosted elsewhere

  I have apparently purchased a template that can only be used inside wordpress and not hosted anywhere else. My account is sarapiccinelli2013. My developer said we have to purchase this again so he can work with it. Can I get a refund? The template was purchased last night and the name is called Purpose
