Temporarily Disable Website During Redesign

I want to redesign and temporarily disable my website and put a “Under Construction” title on it until it has been redesigned.
The blog I need help with is: (visible only to logged in users)

To change blog visibility to private so you can use the unwanted blog later go to > Settings > Reading scroll to Blog Visibility and choose option 3 . See the guide here http://en.support.wordpress.com/settings/privacy-settings/

Sorry. Your blog is not unwanted and I do understand that your want to make it private only temporarily. The instruction I posted above will result in that. You can’t have one public page and the design of the blog private. It’s not possible on WordPress.com
In my experience users don’t really care about visual tinkering, and you will do more harm by setting your blog private than you would by tinkering publicly. You lose ALL search engine ranking, for instance, and it can take a couple of months or more to get re-indexed. Is it really worth it?
