The Activate buttons do not appear on the panel.

  After I click learn more, I never get an activate button.

  I installed JetPack and activated it. I click on any one of the modules’ learn more button and per the instructions an “activate” button should appear. I never get this activate button so I don’t have any of the functions for JetPack – I can only access the the “learn more” parts of each of the modules.

  Could you try and disable all other plugins and reactivate Jetpack. This way we can see if other plugins interfere with Jetpack.

  Also make sure you are running the latest WordPress and Jetpack version:
