  Wordpress.com still has a Free Plan, but also has the paid personal, Premium and Business Plan. While adding a site, you make sure you choose the Free Plan.

  This is a nonsense answer……I paid for premium and am faced with the same, PayPal have the details; which are not reflected in my WordPress. I’ll have one more try to advance and (if not) get a refund and go elsewhere
