The paid WP site I’m using does not have as many features as the free WP site…how can that be?

  I am using the Morden theme on a paid WP site, and cannot customize the colors (background, color pallette, etc.) as I could on the free site I built. The ‘design’ menu option is missing. Is it a plugin, and if so, which one?
