  That will be up to you to choose. If cosmeticc.com is available to be registered and you would like o change your site URL to that domain, you will be able to do that. A domain registration is included with the WordPress.com Personal Plan.

  Please clarify. The price of a domain name cosmeticc.com included in the yearly cost of $35.88 Personal tariff plan or for the registration you need to pay extra $18 ($35.88+18).

  This is correct. The price of a domain registration is included with the Personal plan. You will not pay extra.
