Hey there,
It sounds like you are trying to install a third party theme for a self-hosted WordPress.ORG blog. Third party themes can only be uploaded on WordPress.com if you have the Business Plan Upgrade:
https://wordpress.com/business/
They are usually used for WordPress.ORG installs which run on different software.
If you do not want to go with the Business Plan but want to stay with WordPress.com, the good news is that WordPress.com has hundreds of available themes that you can activate (many for free), and they are found under Appearance > Themes
