Theme and plugin search? Where are they?

I am trying to search plugins and themes, but there is no search bar for themes, and plugins doesn’t show on the dashboard at all. Is this because I’m on wordpress.com trying to make a site instead of going with hosting it myself instead on something like Bluehost?

WordPress.com has a lot of built-in features that were inspired by popular plugins, but it isn’t possible to install additional plugins on WordPress.com. What kind of plugin are you trying to install? I can help you see if there’s a way to get that feature here at WordPress.com.
If you need the ability to upload and install your own themes and plugins, you can use the free software from WordPress.org and host it with another hosting provider like BlueHost — that’ll give you those options. Please let me know if you have any questions about that. :)

Thanks for your offer to help but I found out that to get the same experience of .Org I would have to spend a ton of money on .com so I’ve opted to self host. :)
