Hi Can you please explain why I can’t access custom css/html with my site ontheply.wordpress.com? What is the deal with the ‘upgrading’? Also I can’t find Suffusion theme for use via the Theme editor menu. Is there some kind of restriction due to being hosted on the wordpress domain?

To use custom css you have to buy an upgrade, then it will be accessible to you, though you can access a sample css prior to buying the upgrade.
Not all themes that are available for self-hosted blogs that use the free WordPress.org software are available here on WordPress.com. Also you can only use themes that are available via the Appearance – Themes menu on your dashboard. If it’s not there, then you can’t use it.
