Short answer – you can’t.
Longer answer:
May I remove credit links such as ‘Blog at WordPress.com’, theme, font, or toolbar links?
All WordPress.com bloggers are required to maintain the credit links, even our VIP bloggers. Please do not hide the footer credits or the toolbar with CSS after purchasing a Custom Design upgrade. http://en.support.wordpress.com/custom-design/#frequently-asked-questions -
but this doesn’t show on my computer page AND there is an option in the settings to delete it. If I wasn’t able to, I would think they wouldn’t give us an option to.

AND there is an option in the settings to delete it
This is the WordPress.com support forum.
My response applies to this blog http://jaxtyghem.wordpress.com/
There is no such option in free hosted WordPress.com blogs.
Exactly which blog starting with http:// are you referring to?
If you are referring to a WordPress>ORG install then you are posting to the wrong support forum and ought to be posting to http://wordpress.org/support/ -
I appologize. I was directed here through Support. It is not a free hosted blog. Thank you :)
