  If i purchase a themeforest theme and also purchase bluehost services I can install that theme?

  Yes, you can install a Themeforest theme on a self-hosted WordPress.org site hosted on Bluehost. Were you planning on connecting to WordPress.com in anyway? Via JetPack? You have a domain hosted with us?
