  Are there any themes that can be installed for free? While searching for one, I am coming acres free options but they are asking for a fee at the time of installing them.

  The only free themes you can use on a free wordpress.com website are at https://wordpress.com/themes/free.

  ‘Publication’ theme is listed as free but am unable to upload it. While installing it, it is still asking me to pay up.

  Also, I am unable to access my dashboard.
