There is no "Add New" button under the Widgets subheader

Hello,
i have built many websites using WordPress templates but this is my first time trying to build a site using a template inside .Wordpress.com.
It appears unfortunately limiting in some areas and one area in particular that has my scratching my head is in respect to the “ADD NEW” link for Widgets. I can not seem to add new widgets to this site.
There is a lot I would like to do with Widgets that I am currently unable to.
I am utilizing the Twenty Thirteen theme.
Please let me know what is up.

Hi Kyle,
When you go to Appearance > Widgets in your dashboard, you’ll see all the widgets that are available here at WordPress.com. We have more about managing those widgets here: Widgets
If there’s a particular thing you’re trying to do with a widget, please let me know and I’ll be happy to see if there’s a way to do it here. :)

I am familiar with the Widgets there. Was just checking to see if that was what I was limited to.
