Trying to get a domain set up. I recieved the error “This domain is already mapped to a WordPress.com site.” I own the domain. A friend had set up a wordpress using this domain name but we went in and removed it from his account and it’s still showing up as mapped to someone else.
The blog I need help with is: (visible only to logged in users)

What is the domain name that you’re trying to add to your site, please?
When you say that your friend removed it from that account; is it that it was cancelled from that account? The method for removal would have been removing the ‘domain connection’ subscription:

there was no subscription to cancel but I’ve removed it from the blog listing.the website is pranadm.com

In order to completely remove a site from being linked to a WordPress.com website, you’ll need to be in the account where the domain was first purchased, transferred in to, or connected and remove the domain connection and remove the connection, or transfer it from that account to the site that you’d like it to be connected to, instead.
There are two possibilities for how this could be connected to another site, and here are both ways to disconnect it. The article linked below, details how you can do this:
Please navigate to Upgrades → Purchases, and click on the domain name, then click on ‘Remove subscription’.

Alternatively, you can move the domain to a new site, however you’ll need to have added the account username for the account where the domain is to be moved to, as an administrative user on the site.

For the latter, the domain owner or account holder, for the account where the domain is currently located, has to do these steps.

All these steps were tried (it never showed up as under a prescription cause we never did a paid site just a blog) and the domain name is still showing up as “mapped to another wordpress site” despite the fact we own it.

pranadm.comis still connected to another WordPress.com account. As mentioned by staff-xantium, you will need to completely disconnect the domain from the previous site and account before it can be connected to the new site.If you are not seeing the domain under Upgrades > Domains then it would be connected to a different WordPress.com account. Please try checking any other WordPress.com accounts you may have associated with the domain. Let us know if you are no longer able to access the account that the domain is currently connected to.

I have answered there as well as here, but my message is the same for both posts. I can confirm that pranadm.com is registered at WordPress.com but is under a different account and not your @stephdb1caa344f or @atombang logins. Instead it is likely under a 3rd account that you may have with us.
For reasons of security I am not able to share hints on how to find this third account, but if you do not recall how to log you can fill out the form here to get assistance from our Account Recovery team: https://wordpress.com/wp-login.php?action=recovery
On that form you will be asked to provide a transaction ID for your purchase, which you can typically find on your credit card statement. More info on how to find that here: https://wordpress.com/support/billing-history/#retrieving-a-transaction-id
