  What is the address of the site you’re working on? There’s no need to use plugins to create a submenu on WordPress.com.

  If your site is hosted elsewhere, you may want to ask in the community forums at https://wordpress.org/support/forums/, instead.

  You can use an online tool for that (such as https://snipboard.io/) and paste the link into your reply, but before adding the screenshot, please share a link to the site you’re working on. We won’t be able to advise until we know which site we’re talking about.

  And the bar I refer to on this website takes a few seconds to load, you should
  Scroll down before it appears, the one with posts images and headlines

  It looks like that site is hosted with Siteground, not with WordPress.com, so you’ll likely get more help with this at https://wordpress.org/support/forums/.

  I’m still not sure what feature you’re looking for, but if it requires a plugin, that forum I just linked is the best place to ask.
