HOW do I transfer this page to the ipage domain I paid for? Ipage is saying no authorization code there

I see that you purchased a domain mapping upgrade for nwlb.inc.org. The address nwlb.inc.org is a subdomain of inc.org, so if you do not own the domain inc.org I’m afraid you won’t be able to use the subdomain at nwlb.inc.org.
If that’s the case, you can cancel your domain mapping purchase for a full refund by going to Store > My Upgrades in your dashboard and clicking on “Cancel and Refund.”

yes I did purchase NWLB.INC.ORG I just need a authorization code from wordpress to place in IPAGE to do the migration.

The subdomain NWLB.INC.ORG is not a domain that you can register directly. You can only use this subdomain if you own the domain INC.ORG.
What you purchased here at WordPress.com is a domain mapping upgrade. If you registered this domain elsewhere, with the domain mapping upgrade you can use it here at WordPress.com. However, this upgrade does not register the domain for you.
