transfer domain button not listed

I need to transfer my domain to another registrar. According to the following article, I can go to https://wordpress.com/my-domains/ and start a transfer:

Specifically, the transfer domain tab should be present, and I should be able to initiate a transfer this way.
However, when I go to edit my domains, I only see this:

I had to pay for a premium wordpress.com account just so I could get live chat to help me. It’s ridiculous that there’s no way to get a hold of any support from a wordpress.com employee without paying for it. Thankfully they give a refund if the upgrade is cancelled within 30 days, so I was able to get the assistance I needed and revert to a free package without spending any money.
The issue was that the domain was not registered through wordpress.com.
My client incorrectly told me that they did register the domain through wordpress.com, so I had no reason to investigate further and assumed this was a problem on wordpress.com’s end. It would be ideal if wordpress.com notified the user that the domain is being handled by a 3rd party registrar so there is less confusion for anyone handling the account.
