To transfer a domain to us requires that you create a WordPress.com site and upgrade it to a paid plan. Our cheapest plan cost $48 a year.
The domain transfer itself doesn’t cost anything extra, and will renew the domain for an additional year on top of its current term, but when the next renewal on the domain becomes due, that will cost extra. The cost of the domain renewal will depend on the domain extension:
Domain transfers usually take around a week to complete, unless your current domain provider offers a way for you to manually accept the transfer on their end, thus bypassing the default waiting period.

I’m not sure what you mean by this. Transferring the domain just moves control of the domain registration from another provider to us, and allows you to display a WordPress.com site in your account at that domain.
If you have an existing website at the domain at the moment that you also want to move to us, migrating the content of the website is a completely different process, and one that you have to complete before transferring the domain to us.
