Transfer of ownership – How does the new recipient get notified?

Hi team,
I provided the details of how to transfer the ownership of the domain to the previous owner. She says she has completed the steps, however, if she cannot log into her original email, how do I know if the site is actually transferred?
The previous owner is currently not the legal owner of the business.
