transfer of registered url

Hello, is it possible for me to use a registered .wordpress.com url already used by someone else? Can I ask this person to let me use the url for an entirely different site without losing either of our website data? What steps do we have to take? Thank you!

my current url is newsupdateseveryday.wordpress.com. I wish to use the url updateseveryday.wordpress.com but it is already in use. However, I hope to talk with the owner of that website to see if they would be willing to let me use updateseveryday.wordpress.com. I look forward to your reply so I can provide them with the steps required when I email them. Thank you very much :)

We do not reuse or reassign blog names on WordPress.com. Please refer to this support page for more information:

You can do this by either leaving them a message using a contact form if it exists, or leaving a comment on an existing page or post requesting they contact you.

Also keep in mind that you would not be able to change your current blog address to be the one that you are looking to gain control of. You would need to export your current site data and import it into the new site.
