1) what are the annual costs of having a wordpress account under one’s own .com name?
2) are there additional costs for e-mail capability?

1) what are the annual costs of having a wordpress account under one’s own .com name?
Those costs can vary, but to add a custom domain to your site will at a minimum require one of our upgrade plans as free sites are limited to “WordPress.com” URLs only.
So usually this is the cost of the plan plus the cost of any domain renewal fees. If you were to purchase our lowest cost plan and a .com domain, it would be $48 initially (domain is included for free on yearly plans) and for subsequent years it’s $48/yr to renew the plan, and $18/yr to renew the domain ($66/yr total.)
2) are there additional costs for e-mail capability?
We do not have a free email option, but have several paid options here: https://wordpress.com/support/add-email/
At the time I write this Professional Email is $3.50/per month/per inbox and Google Workspace is $6.00/per month/per inbox
3) how do I transfer e-mail from another e-mail account to a wordpress site’s e-mail account?
This is wholly dependent on who you are using for email currently. Can you tell us more about the email provider you are using now? Is it the “free” email option provided by your host? Or are you using some other service instead like Google or Outlook365?
