transferring a domain before the 60 day requirement

What is the purpose of the 60 day waiting period To transfer a domain name? If the domain has been owned for longer, but was only recently renewed, does the 60 day waiting period still apply?

The blog I need help with is: (visible only to logged in users)

Correction, the blog I was asking about is welbytrek2019.home.blog

Can you confirm that you actually purchased that domain here at WordPress.com with an upgraded plan? I was under the impression that an address such as
https://welbytrek2019.home.blog/ would be a free site here. If so then that subdomain will only work here at WordPress.com. You can’t transfer it elsewhere. If you wish to move to another host you’ll need to create a new domain and then you can export the content of a WordPress.com site to the new site.

We were trying to upgrade and bring another domain name over that was previously purchased. The purchased domain name is welbystaketrek.com and was expired until 30 days ago when it was renewed. We wanted to upgrade welbytrek2019.home.blog to the welbystaketrek.com but was told we had to wait 60 days after purchase to bring it over. Can you help me understand the finer point of why and how? We would like to convert it to welbystaketrek.com now if possible. While upgrading to the paid service.

Yes there is a 60 day lock on transferring domain names to WordPress.com (or anywhere else for that matter). So that domain can’t be transferred for another month. What you can do is to map the domain to https://welbytrek2019.home.blog/ by purchasing an upgraded WordPress.com plan and then transfer it over (if you wish) in a month or so.
