Transferring Domain – Asking to upgrade to premium

I’m trying to transfer my domain name (already owned and have the authorisation/EPP code) but WordPress won’t allow me to continue without an upgrade to Premium in the basket. Currently on a free plan. Is premium necessary to continue? I thought you could transfer domains for free / a small transferal cost as opposed to £84)?

Incoming domain transfers (or mapping a domain) requires an upgraded plan these days but it doesn’t have to be the Premium plan. The Personal plan would work too.
