Transferring Existing MS Web Expression Website to WordPress

I want to transfer an existing website designed using Microsoft Web Expression (earlier version is Frontpage). That way I can save my design elements and content without having to redesign and recreate. My website address is http://www.csub.edu/~ecarter2 which must be accessed using an Explorer Browser to be fully interactive. What can you suggest??? Many Thanks :)

You might be able to transfer the content of that site, i.e. posts and pages, if that platform has a way to generate a WordPress-compatible export file. If that platform does not have a way to export to WordPress, the only way to move your content is to manually copy-paste the content into new posts and pages on a WordPress site.
But you won’t be able to transfer that site’s design to a WordPress site. The design of a WordPress site is determined by the site’s theme, and a theme has to be created in a specific way to be compatible with the WordPress software. You cannot take a design created for a completely different platform, and just port it over to a WordPress site.
