I created a blog on wordpress.com in french and I would like to make an english version of it. Is that possible ? Are there any tools that can do that ? Thanks.

There is no automatic way to do that on WordPress.com. If you are willing to move to a self-hosted WordPress site, I believe that there are more options available for translations.
