I just got an email that said that said someone else created a new user name and registration on my site. Does that mean that they signed up to follow my blog?

What is your site’s address? The account you’re using to post here doesn’t own any sites on WordPress.com.
If you’re using the open source version of WordPress at another host, the correct place for help is at https://wordpress.org/support/forums/ instead. But in that case, you likely have the option enabled to allow guest sign-ups on your site, i.e. visitors can actually create an account with the “guest” user role. This is not the same thing as following a site – following a site is only possible if you’re using a plugin with subscription features, like Jetpack.
You’ll find that setting under WP-Admin ->Settings ->General. If you’re not running an online store or a site where people can join as members, it’s recommended to keep that setting disabled. Guest users don’t actually have dashboard access and can’t make any changes to your site, but hackers often use bots to flood sites with fake signups in an attempt to crash the server, so it’s generally safer to keep it off if you don’t need it.
