Trouble with layout of my settings bar

  When I am drafting a post, the settings bar (Gallery, Video URL, Header, etc) pops up on my screen and obscures my view of what I am typing. I cannot move it. It used to appear at the bottom of the draft post. It is driving me crazy! Can anyone tell me how to move it?
