trying to migrate a self-hosted wp site to wp.com

  When I use the admin==>tools==>import I was expecting it to want me to provide a file where I have backed up the wp site database but it wanted to go to the site’s admin panel directly… The site is currently down and this cannot be done. But I do have a backup of the database I’d like to migrate to WP.com
