How do I pay to have a blog , I already bought the hosting site from siteground.

If you bought hosting from Siteground, then you’ll be using the open source version of WordPress made by the people on WordPress.org. Please contact Siteground support for help with their process of installing that software on your hosting account with them.
WordPress.com and Siteground are two completely separate hosting providers for the WordPress software, and you don’t need to pay us for anything related to a site you’re hosting with them.
