What is the exact URL of your WordPress.com website? Without having one, you won’t be able to sign up for any upgrades, including the business plan.

I just signed up for an account. I don’t need a blog, just a straight professional website. How do I go about getting a URL?

You cannot purchase any upgrade for any blog that does not exist and is not hosted by WordPress.COM. Are you clear on that?
A blog is a website. If you intend to create a site here first, you register a blog. http://en.support.wordpress.com/register-a-blog/ Then you change the structure.
A blog is a post based website designed for interactive communication. As the posts are frequently updated and appear on the front page of the site it’s very attractive to search engines.
What most people call a website is merely a page based site that functions as a one way noticeboard. As the structure is page based and as pages are for static content that rarely changes, and as pages do not have RSS feeds it is not as attractive to search engines as a post based blog structured site is.

We frequently get people here who think they can design their own sites and themes. This is not possible here at WordPress.COM but it is possible if you hire a web host and set up a WordPress.ORG install.
The only themes we can use on free hosted WordPress.com blogs are found here http://wordpress.com/themes/ There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,

On one hand, none of the characteristic “blog” features like categories, tags, authors, dates, etc. can be removed from a free hosted WordPress.com blog, without purchasing an annually renewable custom design upgrade and doing the required CSS editing.

The short version doesn’t include any insight into what the options are and what limitations exist on WordPress.com blogs. It can result in bloggers thinking they can access and edit the underlying php and HTML when they can’t. All they can do is CSS editing to change appearance and not functionality. It can lead bloggers to think they can upload third party themes or create their own themes when they can’t. It can lead bloggers away from the fact that they can do that and a lot more beside on a WordPress.ORG install because the limitations apply only to WordPress.COM hosted blogs.We are two very different kinds of people. If any Volunteer fobbed me off with the short version, I would not be impressed to find out all the limitations after I paid for an upgrade. Well, what happens here every day and you and I both know that it does.
