  trying to upload theme. can’t i do this on a free site?

  Uploading third party themes is only possible on our Business Plan:

  but i have done this before on a free site? have things changed?

  It has never been possible on free sites hosted on WordPress.com. We only introduced this feature as part of our Business Plan in 2017 – before that uploading custom themes was not possible on WordPress.com at all.
