Unability to do Upgrade, or do any other payment

Good day! A mail was sent to me, which says that I’ll be responsible for payments, even if I’m on a free plan –
BUT I’ve got NO FUNDS right now!
Is it probably better to cancel my Account profile, till I can afford it.
I don’t want any mails, about rules of payments this moment as I can’t do it.
Reason why I tried to create a free account was originally, to Install my fb Pixel, while I’m busy with a course. I still couldn’t succeed with it yet.
I haven’t got any knowledge of these things & am busy learning.
Please help with some info – I’m stuck!
