Unable to Connect to Remote Posting Service

I have been trying to connect to eMerge, a service that posts to my blog remotely but I have been unsuccessful. This is the message that I receive:
A connection to the WordPress blog could not be established.

Make sure your username, password, and blog URL are all typed in correctly, and that the blog you are trying to connect is a WordPress blog.2
Verify that you are trying to connect to your WordPress blog as an admin user. Editor, author, contributor, and subscriber user types are not able to connect. To check if you are an admin user, log into your WordPress dashboard, and verify that you are able to edit ‘Users’ and ‘Settings’. If you do not see these options, you may not be an admin user.3
Make sure that XML-RPC is enabled for your blog. To verify, log into your WordPress dashboard, then visit ‘Settings’ > ‘Writing’ > ‘Remote Publishing’ and make sure the checkbox is checked.(Note: If your WordPress version is greater than 3.5, this is enabled by default)

Verify your blog installation directory. If your WordPress directory is within a subfolder of your site, try manually setting the connection URL. For example, if your WordPress installation is installed in the subdirectory ‘wp’, try setting the connection URL to:http://www.example.com/wp/xmlrpc.php
I do not know how to correct the error and connect my blog to the service.

Since your site is a self-hosted WordPress site (using the software from WordPress.org, not hosted at WordPress.com) there are limits to what I can do to help troubleshoot this issue.
