  The WordPress software is not an app you can install on your PC.

  WordPress.com, in whose forums you’re posting now, is an online service you can only access via a browser, and the open source WordPress software can only be run on a web server, not on a regular computer.

  If you want to make a new site on WordPress.com, go to https://wordpress.com/start/site/ in your browser and follow the steps on the screen.

  If you want to install the open source software for development purposes, you need special software that creates a virtual server on your computer to do so. In that case, please see the instructions at the link below, and ask the WordPress.org community at https://wordpress.org/support/forums/ should you need help.
