Unable to transfer domain to another wordpress account

Hi I have read your instructions here: https://en.support.wordpress.com/transfer-a-domain-to-another-wordpress-com-account/ which all make sense. But the options are not there.
I am trying to transfer a domain from one account to another as the person that the domain is with at the moment does no longer have anything to do with it.
When I am in ‘manage domains’ the ‘transfer domain’ option is not there. Please help!

Just to be clear, are you trying to transfer ownership of a whole site to someone else? Or just transfer ownership of a custom domain registration upgrade?
